Pretty sure there is a tip-over sensor on most of the bikes. Not 100% sure of it's uses, but I reckon it's to stop any chance of igniting spilled fuel like you mentioned.

Yeah, it's never a good thing.
The fuel is what probably came out through the overflow port in your fuel tank.
