+1 on the horn. Cars are getting too sound proof and then add music and finally, what i've been seeing in my town is, people driving w/ headphones on!
Of course all this pales in comparison to the whole "that horn isn't toward me, i never make mistakes" attitude.

That's just ridiculous! I have found in my area, that riding as close to cars as possible alleviates this somewhat.... Make sure your headlight is in their rear view mirror, and be weary of blind-spots. Not just the rear 3/4 blind spot, but also the front A-pillar blind spot...
