I would expect deliveries to start late september, early october depending on region. Not sure if Europe is one of the earlier regions to get it.

I would'nt get too excited or too terribly disappointed about the 2013 Ninja 250 redesign. The Ninja 250 is made in Indonesia and a large majority of small bike sales are in that region, so releasing a new bike to other regions (N.A., EU, AUS) probably will not make a big contribution to overall numbers. Also That region of the world is a test bed for any improvements, data collection before world wide distribution. Currently new bike sales will drop in Indonesia because of new rules to obtain bike financing. So if Kawasaki, Honda or any of the rest of them see a slump in sales, there will be delays in any imports coming from overseas (particularly small cc bikes). Over the past 2 years Kawasaki has already streamlined and reduced their production despite the popularity and relatively good sales of the 250 Ninja. Depending on current supply of previous year models waiting for export, I wouldn't expect any rush from Kawasaki to get this new bike out or an announcement anytime soon.

"...Lower costs, high production quality and more efficient delivery to India, Africa and Europe are fast making Thailand not just an assembler, but also a top manufacturer of streetbikes. The newly released Honda CBR250R is made in Thailand, along with Kawasaki’s Ninja 250R, Ninja 650R and its derivatives, and the KLR650."
"The Kawasaki rep clarified that the KLX110, KLX140, KLX140L, KLX250S, KLX250SF, KLR650, Eliminator 125, ER-6n, Ninja 650R, and Ninja 250R models are currently being built in Thailand" -
