Um, I had to have State Patrol do an inspection on my bike due to it having a salvage title. It passed inspection just fine. The previous owner hacked off the bottom of the fender, no fender elimation kit at all, just literally cut the bottom half of it off, but it also did not lose any of the rear lights in the modification. No one said anything about it being that way at the inspection.

(Of course, they probaly did not know what it was supposed to look like with that silly fender)

I think it's one of those things that absolutely depends on where you are. When I took my ninja into the shop the mechanic said " Holy S***! you ride this everyday like that and you haven 't been pulled over? I guess in my town cops love messing with bikers. I imagine if you did get a cop who had a problem with it he would issue a fix-it-ticket where you have 30days to fix the problem. So my advice is to keep your stock fender just in case.
Also be sure to keep your plate in the most visible position possible. I think that's the #1 reason why cops pull bikes over with eliminator kits.

Yeah .. That's why I have not mess with the fender yet.. But I have seen some bikes with the plate all the way underneat the bike seat. I was thinking of removing it completely and modify the turn signals because it does look much clean like that...

got the inspection done... I asked the guy there if I could remove the fender ... he was like you can do anything to it even remove the signal lights, u can run on the frames if you like. just have a brake light, headlights and mirrors..paid 14 dollars for the inspection.. got home and shopped that ugly thing off... I re installed the signal lights until I find some replacements for it... like the ones on the red bike.
