A 250 will definitely go if you want/need them to. For some, it is the first and only bike they have ever owned. They are great for commuting, cruising around, etc. And as for the Motorcycle Safety Course, DO IT! You seriously will not regret it. You learn so much in the course, honestly more than you will on the road. I am actually finishing up my last riding session of the course tomorrow and I can say I feel so much more confident in my riding abilities. In the end it's all just about having fun and staying safe and the course will show you how to do both. Hope this helps!
