I was driving my 06 Ninja 250 at about 45 mph and pass a little bump and as soon as I passed it and want it to change lanes I couldnt do it because it kind of lock so I reduce my speed at about 10 mph and I can turn the wheel but once I start going mote than 20 or 30 mph it just lock.

Sounds like your bearings in the front end are your problem being you can turn either way. One is probably bad not all of them. But you should change all if that is your problem. You can ebay a service manual that will tell you how to check them and what the torque values when re-installing the front end. Its really not that hard. Just take your time. And you will be fine.
